There is a good-news, bad-news scenario apparently gaining credence among Medicare Advantage industry observers for the financial outlook this year and going into 2016. The good news is that the majority of the rate cuts for MA plans under the Affordable Care Act now are already in effect and that base rates may start drifting up again for 2016. The bad news is this may allow CMS to proceed with several other changes harmful to MA insurers’ profits that the agency put off the past two years because it felt the screws already were being tightened enough.
